net: netdevsim: 不要尝试在VFs上销毁PHC
（PHC初始化发生在nsim_init_netdevsim()中，该函数仅在(nsim_dev_port_is_pf()))条件满足时被调用。）
1. 创建一个与nsim_init_netdevsim()功能类似的函数。
2. 将mock_phc_destroy()函数移动到新创建的函数中。
这样就修复了试图销毁带有实例化VFs的netdevsim时导致的崩溃，这是通过运行devlink.sh测试来捕获的。

In the Linux kernel, the following vulnerability has been resolved:
net: netdevsim: don't try to destroy PHC on VFs
PHC gets initialized in nsim_init_netdevsim(), which
is only called if (nsim_dev_port_is_pf()).
Create a counterpart of nsim_init_netdevsim() and
move the mock_phc_destroy() there.
This fixes a crash trying to destroy netdevsim with
VFs instantiated, as caught by running the devlink.sh test:
